project management tools in non-web based applications. Open workbench just didn't support tasks that took hours instead of days. I'm now trying Open Project.

http://live.gnome.org/Planner? It's the default one for Gnome desktop.
When trying MS Project you can also evaluate other scalable and established resource management services like Domino+DB2 Express for free - and the starting pricetag is a lot smaller than ms project.
Not requiring software is one of the things a high end employer looks for in a project manager. Get yourself a whiteboard and utitlize those awesome drawing skills of yours as much as you can. Use it to manage the various types of resources - labor (programmers), equipment (computers) and consumables (some service charges, office supplies, etc.). Stay constantly aware of your deadlines as this is your primary goal. Identify tasks that are not critical show-stoppers and save time by moving them in parallel with critical tasks. manage costs with contingencies - overages for rentals, ISP, redesign fees etc. should be expected. Practise makes perfect and doing this without software can teach you a lot more.

my client requires pertt charts of tasks that only take hours and he works over 4 hours away. Software solutions are preferred.

pert is a rather special object-based format - i'd just use a flow charting app because I haven't seen a lot of free implimentations rendering out pert images - that look good automatically, anyway.
Maybe GraphViz.org?

I just used Openoffice.calc
I have a whole day off today so I'll write a web-based one for myself.

I ended up doing the calc one and started writing my own. I'm aiming to have it's first plan up and working by this Monday.
